Abstract
Ziel dieses Berichts ist es, die vorhandenen Beweise für die Auswirkungen der internationalen Migrationspolitik und der Arbeitsgesetzgebung auf Innovation zu skizzieren und zu erarbeiten. Das übergeordnete Ziel der Migrationspolitik ist in mittlerer Sicht in vielen untersuchten Ländern die Sicherstellung des richtigen Ausmaßes und des richtigen Typs von Kompetenz, um den Bedürfnissen des Arbeitsmarktes nach hoher Produktivität und Wachstum gerecht zu werden. Eine Reihe verschiedener politischer Ansätze wurden ergriffen, um diese Bedürfnisse zu befriedigen, die allgemein beschrieben werden können als kriterienbasierte Punktesysteme, Arbeitgeber-geführte Systeme und hybride Systeme.
Abstract (english)
The aim of this report is to conceptualise and compile the existing evidence on the impact of high skill international migration policies and labour legislation on innovation. The over arching objective of migration policy in the medium term, in many countries examined is to ensure the right scale and right type of high skill to satisfy labour market needs for achieving high productivity and growth. A range of different policy approaches have been adopted to meet those needs which can generally be described as criteria based points accumulating systems, employer led systems and hybrid systems.
