Abstract

Förderung der Ziele für nachhaltige Entwicklung in Horizon Europe
Dieser Bericht basiert auf der Ansicht, dass die nachhaltige Entwicklung (SD) im Allgemeinen und die Ziele für nachhaltige Entwicklung (SDG) im Besonderen für die Zukunft des europäischen STI-Systems wichtig sind. Das Hauptziel des Berichts besteht darin, zu beschreiben und zu analysieren, wie sich SD und die SDGs im Diskurs über die europäische Forschungs- und Innovationspolitik und die Standpunkte der Interessengruppen zum nächsten Rahmenprogramm Horizon Europe (RP9) auswirken, und die Ergebnisse mit Experten zu reflektieren.
Ausgehend von einer Studie, die 2018 vom österreichischen Bundesministerium für Bildung, Wissenschaft und Forschung in Auftrag gegeben wurde, um den strategischen Planungsprozess von Horizon Europe zu informieren, fasst dieser Bericht die Ergebnisse und Expertenempfehlungen zur Umsetzung der SDGs in die kommenden STI-Strategien zusammen. Der Bericht bietet einen Überblick und eine Reflexion der Darstellung der SDGs bei der Ausarbeitung des Horizon Europe-Vorschlags. Darüber hinaus wird in dem Bericht anhand von Experteninterviews dargelegt, wo und wie die SDGs besser und effektiver integriert werden könnten. Er richtet sich an ein breites Publikum, das sich für die Entstehung von Horizon Europe und die solide Umsetzung der darin enthaltenen SDGs sowie für verwandte Strategien interessiert. Daher dient der Bericht als Wissensressource für die Weiterentwicklung und Gestaltung von Rahmenbedingungen für Wissenschaft, Technologie und Innovation.

Abstract (english)

This report is based on the opinion that sustainable development (SD) in general and the Sustainable Development Goals (SDG) in particular are important for the future of Europe’s STI system. The main objective of the report is to describe and analyse how SD and the SDGs are appearing in European research and innovation policy related discourse, in stakeholder positions towards the next framework programme Horizon Europe (FP9), and to reflect findings with experts. Resulting from a study commissioned by the Austrian Federal Ministry of Education, Science and Research in 2018 to inform the strategic planning process of Horizon Europe, this report summarises the findings and expert recommendations in regard to the implementation of the SDGs in coming STI strategies. The report provides an overview and reflection of the representation of the SDGs in the preparation of the Horizon Europe proposal. Moreover, based on expert interviews the report outlines where and how the SDGs could be better and more effectively integrated. It is directed to a broad audience interested in the genesis of Horizon Europe and the robust implementation of the SDGs therein as well as in related strategies and policies. Hence the report serves as knowledge resource for the further development and design of frameworks for science, technology and innovation.
