Abstract

Diese Evaluierung von Norwegens Beteiligung am 6. EU-Rahmenprogramm (FP6) und dem ersten Teil des 7. EU-Rahmenprogramms (FP7) wurde vom norwegischen Ministerium für Bildung und Forschung in Auftrag gegeben, um eine verbesserte Wissensbasis zur Verfügung zu stellen, die bei den Herausforderungen der Teilnahme an der EU-Forschung und EU-Forschungspolitik unterstützen kann. Die Studie basiert auf einer Vielzahl von Datenquellen und Methoden, mit denen die Untersuchung der Ergebnisse und Auswirkungen der norwegischen Beteiligung, inklusive der relevanten Indikatoren für die norwegische Politik, durchgeführt wurde.
Die wichtigste Empfehlung aus dieser Evaluierung ist, dass Norwegen sollte seine Teilnahme am EU-Rahmenprogramm für Forschung und Technologische Entwicklung fortsetzen. Bisher hat sich gezeigt, dass die Teilnahme eindeutig erfolgreich war und ist es wahrscheinlich, dass sie auch weiterhin zum Wohle der norwegischen Forschung sein wird. Darüber hinaus dient die Teilnahme den gesetzten Zielen in der norwegischen Forschungspolitik. Es gibt jedoch eine Reihe von Aspekten und Maßnahmen, die angenommen werden sollten, um die künftige Teilnahme am Rahmenprogramm und die damit verbundene Entwicklung des EFR zu verbessern.

Abstract (english)

This evaluation of Norway’s participation in EU 6th Framework Programme (FP6) and first part of EU 7th Framework Programme (FP7) was commissioned by the Norwegian Ministry of Education and Research in order to provide an improved knowledge foundation for meeting the challenges of participating in EU-research and EU research policy. It is based on a multitude of data sources and methods for studying the results and effects of Norwegian participation, as well as the Norwegian policy measures for participation The main recommendation from this evaluation is that Norway should continue its participation in the EU Framework Programme for Research, Technological Development and Demonstration Activities (EU FP). So far, the participation has been clearly successful and is likely to continue to do so, for the benefit of Norwegian research. Moreover, the participation serves goals set in Norway’s research policy. However, there are a number of issues and measures that should be taken in order to improve future participation in the Framework Programme and the associated development of ERA.
