Abstract

Im Frühjahr 2013 wird das norwegische Ministerium für Bildung und Forschung ein Weißbuch zur Erhöhung der norwegischen Teilnahme am EK-Rahmenprogramm (FP) vorlegen. Dementsprechend hat das Ministerium die Technopolis Group beauftragt, eine Studie über Pros und Contras für die norwegische Beteiligung am FP durchzuführen, vor allem im FP7 Health, IKT (Informations- und Kommunikationstechnologien) und bei Umweltthemen. Die Arbeit wurde zwischen Juni und September 2012 vollbracht, wobei sich die Datenerfassung vor allem auf Fokusgruppen, Interviews mit Forschern und Personal von mehrmaligen FP-Teilnehmerinstitutitonen sowie Interviews mit Nicht-Teilnehmern konzentriert hat; insgesamt konnten die Ansichten von mehr als 100 Personen gesammelt werden.
Norwegen ist ziemlich erfolgreich im FP, wie durch erhebliche FP-Einnahmen und überdurchschnittliche Erfolgsraten bei Anträgen belegt werden kann. Dennoch ist die wirtschaftliche Rentabilität nicht zufrieden stellend, genauso wenig wie die Anzahl der teilnehmenden Organisationen. Die übergeordnete Frage dieser Studie heißt daher: Wie kann Norwegens FP-Beteiligung erhöht und verbreitert werden?

Abstract (english)

In spring 2013 the Norwegian Ministry for Education and Research is to present a White Paper for increasing the Norwegian participation in the EC’s Framework Programme. Accordingly, the ministry has commissioned the Technopolis Group to conduct a study on motives and deterrents for Norwegian participation in the FP, particularly in the FP7 Health, ICT (Information and Communication Technologies) and Environment themes. The work was conducted between June and September 2012 and data acquisition has concentrated on focus groups and interviews with researchers and management of frequent FP participants, as well as interviews with non-participants; in total the views of more than 100 individuals have been gathered. Norway is quite successful in the FP, as evidenced by substantial FP revenue and above-average proposal success rates. Still, the economic return is considered unsatisfactory, as is the number of participating organisations. The overarching question of this study has therefore been: How can Norway’s FP participation be increased and widened?
