Abstract
Die Christian Doppler Forschungsgesellschaft (CDG) ist im Nationalen Innovationssystem (NIS) Österreichs als zentrale Forschungsförderungseinrichtung des Bundes tätig und mit der Durchführung der BMWET (vormals BMAW)-Programme zur „Förderung der Einrichtung und des Betriebs von Christian Doppler Labors (CD-Labors) sowie von Josef Ressel Zentren (JR-Zentren)“ beauftragt. In den beiden Programmrichtlinien zur Förderung der Einrichtung und des Betriebs von CD-Labors und JR-Zentren ist festgehalten, dass bis Ende 2025 eine Programmevaluierung zu erfolgen hat. Diese bezieht
nach dem Vorbild der Nutzen-, Programm- und Systemevaluierung 2011 und der Kombinierten Programmevaluierung 2016 eine neuerliche Überprüfung der Struktur und Prozesse der CDG mit ein und nimmt somit eine Gesamtevaluierung von Förderungseinrichtung und durchgeführtem Programm vor. Die gegenständliche Analyse des Programms zur Förderung der Einrichtung und des Betriebs von Christian Doppler Labors sowie von Josef Ressel Zentren führen zusammenfassend zu einem positiven Befund, aus dem sich eine klare Empfehlung zur Fortsetzung der evaluierten Programminitiativen ableiten lässt.
Abstract (english)
The Christian Doppler Research Association (CDG) operates within Austria’s National Innovation System (NIS) as the federal government’s central research funding body and is responsible for implementing the BMWET (formerly BMAW) programmes for the “funding of the establishment and operation of Christian Doppler Laboratories (CD Laboratories) and Josef Ressel Centres (JR Centres)”. The two programme guidelines for funding the establishment and operation of CD-Labs and JR-Centres stipulate that a programme evaluation must be carried out by the end of 2025. This evaluation — following the model of the 2011 benefit, programme and system evaluation and the 2016 combined programme evaluation — includes a fresh review of the CDG’s structure and processes and thus conducts a comprehensive evaluation of the funding body and the programme implemented. In summary, the present analysis of the programme for the funding of the establishment and operation of Christian Doppler Laboratories and Josef Ressel Centres yields a positive finding, from which a clear recommendation to continue the evaluated programme initiatives can be derived.
