Abstract
Mit dem Programm „Mobilität der Zukunft“ unterstützte das damalige Bundesministerium für Verkehr, Innovation und Technologie (bmvit; heute BMIMI) die Erforschung und Entwicklung (F&E) von nachhaltigen, zukunftsfähigen Mobilitäts- und Verkehrslösungen. Als missionsorientiertes Programm bildete es den zentralen nationalen Rahmen für gezielte Impulse im Bereich der angewandten Forschung zur Vereinbarkeit wirtschaftlicher, ökologischer und gesellschaftlicher Interessen im Mobilitätssektor.
Die vorliegende Ex-post-Evaluierung wurde beauftragt, um die Wirksamkeit und Zielerreichung des Programmes zu überprüfen und Erkenntnisse für die wirkungsorientierte Gestaltung FTI-politischer Maßnahmen zu gewinnen. In den evaluierten Ausschreibungszeitraum 2017-2021 fallen 288 nationale und transnationale F&E-Projekte mit einem Fördervolumen von € 138,8 Mio. Zur Wirkungsprüfung wurden umfangreiche Sekundär- und Primärdaten erhoben und mit einem neuen Methodenmix aus Regressionsanalysen, Netzwerkanalysen, qualitativen vergleichenden Analysen und Fallstudienanalysen ausgewertet. Die Analysen liefern ein detailliertes Bild der Bedingungen, unter denen FTI-politische Maßnahmen im Mobilitätsbereich hohe Hebel- und Lenkungswirkungen erzielen konnten.
Die Evaluierung zeigt, dass im Rahmen des Programms bedeutende Schritte in Richtung einer wirksamen missionsorientierten FTI-Politik gemacht werden konnten: Die Programminterventionen entfalteten eine hohe Impuls- und Anreizwirkung und trugen zu einer verstärkten Ausrichtung der angewandten Mobilitätsforschung an gesellschaftlichen Herausforderungen bei. Die Unterstützung eines breiten Spektrums technologischer, sozialer und systemischer Lösungsansätze unter Verwendung vielfältiger FTI-Instrumente stellte sicher, dass die Programmziele weitgehend erreicht werden konnten. Dem Programmmanagement aus BMIMI und FFG gelang es insgesamt, unterschiedliche Ziele und Herausforderungen ausgewogen zu adressieren – für eine Unterstützung der Umsetzung, Skalierung und Verwertung von Mobilitätslösungen war das Programm jedoch nicht optimal ausgestaltet.
Aus den Analysen gehen vier Interventionsansätze zur Steigerung der Wirksamkeit hervor: 1) die konsequente Verbindung der Förderung von Fahrzeugtechnologien mit sozialen, organisationalen und systemischen Anpassungen; 2) die Hebelung von sozialen, organisationalen und systemischen Innovationen für die Adressierung von gesellschaftlichen Mobilitätsbedürfnissen; 3) die gezielte Stärkung von kritischen Funktionen von Innovationssystemen; 4) das Anstoßen von transformativen Veränderungen bei Forschungseinrichtungen und Unternehmen. Der Bericht schließt mit Empfehlungen ab, wie diese Interventionsansätze mit bestehenden FTI-Instrumenten adressiert und wie auf organisationaler und institutioneller Ebene günstigere Voraussetzungen dafür geschaffen werden können.
Abstract (english)
Through the “Mobility of the Future” programme, the former Federal Ministry for Transport, Innovation and Technology (bmvit; now BMIMI) supported research and development (R&D) into sustainable, future-proof mobility and transport solutions. As a mission-oriented programme, it served as the central national framework for targeted initiatives in applied research on the compatibility of economic, environmental, and social interests in the mobility sector. This ex-post evaluation was commissioned to assess the programme’s effectiveness and achievement of objectives, and to gain insights for the impact-oriented design of RDI policy measures. The evaluation covers the 2017–2021 funding period, during which 288 national and transnational R&D projects were funded with a total budget of €138.8 million. To assess the impact, extensive secondary and primary data were collected and analysed using a new mix of methods comprising regression analyses, network analyses, qualitative comparative analyses and case study analyses. The analyses provide a detailed picture of the conditions under which FTI policy measures in the mobility sector were able to achieve significant leverage and steering effects. The evaluation shows that significant steps towards an effective mission-oriented RDI policy were taken within the framework of the programme: the programme interventions had a strong catalytic and incentivising effect and contributed to a greater alignment of applied mobility research with societal challenges. Support for a broad spectrum of technological, social and systemic solutions, using a variety of FTI instruments, ensured that the programme objectives could largely be achieved. Overall, the programme management team from BMIMI and FFG succeeded in addressing different objectives and challenges in a balanced manner – however, the programme was not optimally designed to support the implementation, scaling and exploitation of mobility solutions. The analyses identify four intervention approaches to increase effectiveness: 1) the consistent linking of funding for vehicle technologies with social, organisational and systemic adjustments; 2) the leveraging of social, organisational and systemic innovations to address societal mobility needs; 3) the targeted strengthening of critical functions within innovation systems; 4) the initiation of transformative changes within research institutions and companies. The report concludes with recommendations on how these intervention approaches can be addressed using existing RDI instruments and how more favourable conditions for this can be created at the organisational and institutional levels.
