Abstract
Ein Konsortium österreichischer Ministerien und der Wirtschaftskammer Österreich unter der Leitung des österreichischen Bundesministeriums für Wissenschaft und Forschung (BMWF) hat Technopolis beauftragt, eine Wirkungsanalyse von EU-Forschungsinitiativen zum österreichischen Forschungs- und Innovationssystem durchzuführen und eine Evaluierung der österreichischen Förderstrukturen für das 7. Europäische Rahmenprogramm (RP7) und EUREKA zu erstellen. Im ersten Teil der Studie wurden die Auswirkungen der europäischen Forschungsinitiativen auf das österreichische Forschungs- und Innovationssystem identifiziert, während im zweiten Teil der Evaluierung die Unterstützung der österreichischen F&E-Akteure durch die Abteilung für europäische und internationale Programme (EIP) der Österreichischen Forschungsförderungsgesellschaft von 2007 bis 2010 geprüft wurde (FFG). In der Studie wurden Empfehlungen zur Verbesserung der Qualität und Relevanz der Aktivitäten der FFG-EIP (und des österreichischen Supportsystems insgesamt) sowie der Einflussfaktoren zukünftiger EU-Initiativen für FTI erarbeitet. Darüber hinaus leistete es einen Beitrag zur Entwicklung der österreichischen Position in den noch ausstehenden Revisionen europäischer RTDI-Initiativen, insbesondere beim Übergang vom RP7 zum RP8.
Abstract (english)
A consortium of Austrian Ministries and the Austrian Chamber of Commerce, led by the Austrian Federal Ministry of Science and Research (BMWF), commissioned Technopolis to perform an impact analysis of EU research initiatives on the Austrian research and innovation system as well as an evaluation of the Austrian support structures for the 7th European Framework Programme (FP7) and EUREKA. The first part of the study identified the effects of European research initiatives on the Austrian research and innovation system, while the second part of the evaluation examined the support delivered to Austrian R&D performers by the Department for European and International Programmes (EIP) of the Austrian Research Promotion Agency (FFG) from 2007 to 2010. The study produced recommendations about improving the quality and relevance of the activities of FFG -EIP (and the Austrian support system as a whole) and how to influence future EU initiatives for RTDI. It also provided input into the development of the Austrian position in pending revisions to European RTDI initiatives, in particular the transition from FP7 to FP8.
