Abstract
Das hier vorgestellte Konzept zu Wirkungsevaluationen hat die Zielsetzung, für drei Projektevaluierungen ein abgestimmtes und verallgemeinerbares Wirkungsevaluationsdesign unter Berücksichtigung adäquater und anspruchsvoller Methoden aufzustellen. Hierzu erläutert das Konzept im ersten Kapitel zunächst den Begriff 'Wirkungen' und anschließend im zweiten Abschnitt die methodischen Anforderungen an Wirkungsevaluationen. Danach wird im dritten Kapitel die bisherige Umsetzungspraxis in der GTZ skizziert und im vierten und letzten Schritt die allgemeine organisatorische und inhaltliche Umsetzung im Rahmen der vorgesehenen drei Pilot-Wirkungsevaluationen im Wassersektor beschrieben.
Abstract (english)
The present concept aims to establish a coordinated and generalisable impact evaluations design for three project evaluations, taking into account adequate and sophisticated methods. For this, we explain the concept 'effects' in the first chapter and then the methodological requirements for effect evaluations in the second section. In the third chapter, the current implementation practice in GTZ will be outlined, and in the fourth and final step, the general organisational and content-related implementation within the framework of the three pilot impact assessments in the water sector will be described.
