Abstract
Schon seit längerem lässt sich auf europäischer Ebene das Bedürfnis beobachten, im Rahmen von Benchmarking-Aktivitäten und Scoreboards Ländervergleiche durchzuführen, die dann meistens mit einem Länder-Ranking verknüpft werden, welches hohe Medien- und Öffentlichwirksamkeit zeitigt. Im Zuge dieser Aktivitäten konnte sich der European Innovation Scoreboard (EIS) während der letzten Jahre als das vielleicht meist beachtete Benchmarking-Instrument in der europäischen Technologiepo-litikdiskussion etablieren. Der Hauptkritikpunkt der Studienautoren richtet sich gegen die Praxis, die Vielzahl der erhobenen Parameter letztendlich zu einer einzigen Zahl und einem einzigen Länder-Ranking zusammenzuführen. Diese Zahl werde vor allem medial viel beachtet, sage aber über Schwächen oder auch Verbesserungen der Innovationsleistung in einem Lande praktisch nichts aus. Eine differenzierte Sicht der einzelnen Punkte der Studie sei wesentlich sinnvoller.
Abstract (english)
For the last years, the need has been observed at European level to carry out country comparisons within the framework of benchmarking activities and scoreboards, which are then usually linked with a country ranking. This usually attains high media and public attention. In the course of these activities, the European Innovation Scoreboard (EIS) has been able to establish itself as the perhaps most widely regarded benchmarking tool in the European technology policy debate. The main critique of the study authors is against the practice of combining the multiplicity of the parameters into a single number and a single country ranking. This figure is largely respected by the media, but it does not say anything about weaknesses or improvements in the performance of innovation in a country. A differentiated view of the individual points of the study would be much more meaningful.
