Abstract
Das vorliegende Konzept enthält Vorschläge zu einer Exzellenzinitiative Wissenschaft und zielt auf eine qualitative Verbesserung des Wissenschaftssystems insgesamt ab sowie auf die Schaffung optimaler Rahmenbedingungen für die Förderung wissenschaftlicher Exzellenz. Den methodischen Kernpunkt der Studie bilden Analysen von Daten und Studien sowie Gespräche mit ExpertInnen aus der österreichischen Wissenschafts- und Wissenschaftsförderungsszene. Konkrete Programmentwürfe werden vorgestellt zu den Exzellenzclustern sowie zur Förderung der Kooperation des geplanten IST-A mit exzellenten Forschungsgruppen in Österreich und die Förderung der Kooperation Fachhochschulen - Universitäten. In den beiden letzteren Fällen wird im Sinne eines Streamlining des Förderportfolios massiv auf Ausbau, Adaptation und die Flexibilisierung bestehender Programme gesetzt.
Abstract (english)
This concept contains proposals for an “excellence initiative science” and aims at a qualitative improvement of the scientific system as a whole as well as the creation of an optimal framework for the promotion of scientific excellence. The methodological focus of the study is the analysis of data and studies as well as discussions with experts from the Austrian scientific and scientific promotion scene. Specific programme proposals are presented, such as excellence clusters as well as the promotion of cooperation between the planned IST-A and excellent research groups in Austria as well as the promotion of cooperation between universities and universities of applied sciences. In the latter two cases, a streamlining of the funding portfolio is massively based on the expansion, adaptation and flexibility of existing programmes.
