Abstract
Das Innovationsprogramm CIR-CE des BMWA zur Förderung von Kooperationen mit Mittel-, Ost- und Südosteuropa verfolgt folgendes Oberziel: Den Aufbau und die Vertiefung transnationaler Innovationsnetzwerke (insbesondere mit KMU) zwischen Österreich und Mittel-, Ostund Südosteuropa zur Umsetzung von Innovationen und zur Stärkung des Technologietransfers. Im vorliegenden Konzept sind die verschiedenen Ebenen und Elemente der Evaluierung für die drei Projektkategorien Netzwerkprojekte, Innovationsprojekte und Ausbildungsprojekte dargestellt. Ziel ist vor allem, die Evaluierung der Projekte transparent zu gestalten, für die FörderungswerberInnen bzw. die Durchführenden der Projekte ebenso wie für das Programmmanagement sowie die VertreterInnen des Bundes als Geldgeber. So sollen die FörderungswerberInnen bereits vor Projektstart wissen, woran sie gemessen werden. Weiteres Ziel ist die Legitimation der Verwendung öffentlicher Mittel.
Abstract (english)
The innovation programme CIR-CE of the BMWA for the promotion of co-operation with Central, Eastern and South-Eastern Europe pursues the following overall objective: the establishment and deepening of transnational innovation networks (especially SMEs) between Austria and Central, Eastern and South- Of the technology transfer. In the present concept the different levels and elements of the evaluation are presented for the three project categories network projects, innovation projects and training projects. The main goal is to make the evaluation of the projects transparent, for the project sponsors, as well as for programme management, as well as the representatives of the federal government as a donor. Thus, the project sponsors should already know what they are being measured. Another aim is to legitimise the use of public funds.
