Abstract
Die vorliegende Studie ist Teil der Evaluierung des Wissenschaftsfonds (FWF) und bietet eine Wirkungsanalyse der Forschungsförderung durch den FWF. Die Messung des Impacts eines Fonds, der hauptsächlich die Grundlagenforschung fördert, ist keine leichte Aufgabe wegen zweier miteinander verknüpfter Merkmale - das breite Spektrum und die heterogenen Ergebnisse der Grundlagenforschung. In unserer Studie konzentrieren wir uns daher in erster Linie auf die erste Art des wissenschaftlichen Outputs (Publikationen, Artikel in wissenschaftlichen Zeitschriften, Büchern, Konferenzen Papiere, Plakate, etc.) und nur teilweise auf die zweite - die Förderung von qualitativ hochwertigen wissenschaftlichen Forschung sowie wissenschaftlichen Ausgänge im Zusammenhang mit potenziellen kommerziellen Anwendungen. Dies ist vor allem auf methodische Gründe zurückzuführen, da die Messung der Auswirkungen der FWF-Aktivitäten auf das öffentliche Bewusstsein und das Verständnis der Wissenschaft unterschiedliche Methoden und Ansätze erfordert und daher von der Bewertung ausgeschlossen ist.
Abstract (english)
The present study is part of the evaluation of the Austrian Science Fund (FWF) and provides the impact analysis of the research funding by the FWF. Measuring the impact of a Fund which promotes mainly basic science is not an easy task, because of two interrelated characteristics - the broad spectrum and heterogeneous outcomes of basic research. In our study we thus concentrate primarily on the first type of output (publications, articles in scientific journals, books, conferences papers, posters, etc.) and only partly on the second – the promotion of high-quality scientific research as well as scientific outputs related to potential commercial applications. This is mainly due to methodological reasons because measuring the impact of the FWF activities for the public awareness and understanding of science needs different methodologies and approaches and is therefore excluded from the evaluation.
