Abstract
Dieses Papier bietet eine Ex-ante-Bewertung der erwarteten wirtschaftlichen Auswirkungen des EU-Rahmenprogramms für Forschung und Innovation nach 2020, Horizon Europe. Eine wesentliche Neuerung in diesem Ansatz ist die Verwendung von drei verschiedenen makroökonomischen Modellen für die Bewertung der Fortführung des laufenden Programms „Horizont 2020“: NEMESIS, QUEST und RHOMOLO. Darüber hinaus werden mit NEMESIS verschiedene politische Optionen im Zusammenhang mit dem Budget, der Verwaltung und dem Design von Horizon Europe bewertet. Das Papier hebt auch wichtige Aspekte und Annahmen hervor, die von politischen Entscheidungsträgern und Forschern für diese Art der Analyse berücksichtigt werden müssen, z. B. Budgetallokation, Leistung, Hebelwirkung und Finanzierungsmodi.
Abstract (english)
This paper provides an ex-ante assessment of the expected economic impact of the post-2020 EU Research and Innovation Framework Programme, Horizon Europe. A key novelty in the approach is the use of three different macroeconomic models for the assessment of the continuation of the current Programme, Horizon 2020: NEMESIS, QUEST and RHOMOLO. In addition, NEMESIS is used to assess different batches of policy options related to the budget, management and design of Horizon Europe. The paper also highlights key aspects and assumptions that policy-makers and researchers need to consider for this type of analysis such as budget allocation, performance, leverage and financing modes.
