Abstract

Die Entwicklung von Informations- und Kommunikationstechnologien (IKT) führt zu radikalen Veränderungen in unserem Leben. Diese Technologien bieten Antworten auf eine Vielzahl von menschlichen Bedürfnissen, erhöhen jedoch gleichzeitig die Besorgnis über ihre tatsächlichen Bedrohungen und gesellschaftlichen Auswirkungen. Dies erfordert eine verantwortungsvolle Forschungs- und Innovationsperspektive bei der Entwicklung von IKT-Lösungen. In diesem Papier werden vorläufige Ergebnisse des Plans „Social Impact Assessment“ (SIA) und der im Rahmen des EU-finanzierten HubIT-Projekts entwickelten Tools vorgestellt.
Die Studie verwendete sowohl quantitative als auch qualitative ethnografische Instrumente (z.B. Fragebogen und Beobachtungen), um die Herausforderung einer verantwortungsvollen Forschung und Innovation anzugehen.
(RRI) Bewertung eines europäischen Projekts mit Schwerpunkt auf der Förderung der RRI. Das Projekt zielt darauf ab, ein Ökosystem zu schaffen, das die Interaktion zwischen IKT-Entwicklern und Forschern der Sozial- und Geisteswissenschaften (SSH) fördert, um die Verantwortung in der IKT-Forschung sicherzustellen. Erste Ergebnisse deuten darauf hin, dass die SSH- und IKT-Forscher den SSH-RRI-Ansatz besser verstehen und besser kennen, und dass die künftigen Pläne für die Zusammenarbeit zwischen diesen beiden Gruppen zunehmen. Es werden Schlussfolgerungen gezogen, wie diese Ergebnisse in das HubIT-Projekt zurückgeführt werden können und als Grundlage für die politischen Empfehlungen an europäische und nationale Stellen dienen.

Abstract (english)

The development of information and communication technologies (ICT) introduces radical changes in our lives. These technologies provide answers to a multitude of people needs, but at the same time they increase the concerns about their actual threats and societal impacts. This calls for adopting a responsible research and innovation perspective in the process of developing ICT solutions. This paper presents preliminary results of the “Social Impact Assessment” (SIA) plan and tools that were developed within the EU-funded HubIT project. The study employed both quantitative and qualitative ethnographic tools (e.g. survey questionnaire and observations), in order to address the challenge of conducting a “Responsible Research and Innovation” (RRI) assessment of a European project, focusing on promoting RRI. The project aims at creating an ecosystem that encourages interactions between ICT developers and “Social Sciences and Humanities” (SSH) researchers to ensure responsibility in ICT research. First results indicate an increase in understanding and awareness of the SSH-RRI approach among SSH and ICT researchers and an increase of future plans for collaborations between these two groups. Conclusions are made as to how these results can be fed back into the HubIT project, as well as serve as a basis for the policy recommendations to European and national bodies.
