Abstract
Seit Erlass des Universitätsgesetzes von 2002 erfreuen sich österreichische Universitäten einer (im international Vergleich) großen institutionellen Autonomie. Während in ganz Europa damals im Rahmen der Bologna-Reformen und diverser nationaler Hochschuldebatten die mangelnde Steuerungsfähigkeit der Universitäten beklagt wurde, schritt Österreich schneller als viele andere Hochschulsysteme zur Tat und verlieh ihren Universitäten eine weitgehende Gestaltungsfreiheit über Schwerpunkte, Studienprogramme, Finanzen, Personal und bis zu einem gewissen Grad auch über ihre interne Verfasstheit autonom zu entscheiden.
Abstract (english)
Since the enactment of the University Act of 2002, Austrian universities of a (by international comparison) large institutional autonomy. While throughout Europe at that time in the Framework of the Bologna reforms and various national debates on higher education deplores the lack of steering capability of the universities Austria was moving faster than many other higher education systems and gave their universities extensive freedom of design about priorities, study programmes, finances, personnel and, to a certain extent, autonomous to decide about their internal constitution.
