Abstract
Das Programm FHplus zielte auf die Erhöhung von Kapazitäten und Kompetenzen für Forschung und Entwicklung (F&E) an Fachhochschulen (FH). Spezifische Programmziele waren einerseits die Erhöhung der Anzahl der FH und FH-Studiengänge, an denen systematisch und längerfristig anwendungsbezogene F&E betrieben wird. Dies beinhaltet sowohl den Ausbau der Infrastruktur als auch die Stärkung der Humanressourcen und enge Verknüpfung von F&E, Ausbildung und Lehre. Andererseits sollte das Programm helfen, an den FH anwendungsbezogene F&E durch Kooperation mit dem Unternehmenssektor zu betreiben und auszubauen. Damit verbunden ist die Erhöhung der Anzahl und des Ausmaßes der Innovationsaktivitäten und des Technologieniveaus der kooperierenden Unternehmen, insbesondere von kleinen und mittleren Unternehmen (KMU), was zur Schaffung neuer und zur Stärkung bestehender kooperativer Innovationsnetzwerke betragen soll. Im Rahmen des Programms FHplus wurden zwei Förderinstrumente eingesetzt: Kooperationsvorhaben und Strukturaufbauvorhaben. Eine Weiterentwicklung des Programms erfolgte in der Programmfamilie COIN – Cooperation and Innovation – der FFG. Diese Wissenschaftspolitikinstrumente sollen im vorliegenden Bericht evaluiert werden.
Abstract (english)
The FHplus programme aimed at increasing capacity-building for research and development (R&D) at universities of applied sciences (FH). Specific objectives were on the one hand, increasing the number of FHs and FH degree programmes, where systematic and long-term application-oriented R&D is realised. This includes developing infrastructure, strengthening human resources and closing links between R&D, training and teaching. On the other hand, the programme should help to conduct and expand application-oriented R&D at FHs through collaboration with the corporate sector. Linked to this is the increase in the number and scale of innovation activities and of the technological level of cooperating companies, especially that of small and medium enterprises (SMEs), which should help creating new and strengthen existing cooperative innovation networks. Within the scope of the programme FHplus two funding instruments have been used: Cooperation and structure building projects. A further development of the programme was carried out in the programme-family COIN – Cooperation and Innovation – of the FFG. These science policy instruments are to be evaluated in this report.
