Abstract
Innovationsfördernde öffentliche Beschaffung (IÖB) ist ein wichtiger Eckpfeiler der nachfrageseitigen Innovationspolitik. IÖB soll dabei helfen, neue Märkte für Innovationen zu schaffen und die Nachfrage nach neuen,gesellschaftsrelevanten, innovativen Gütern und Dienstleistungen zu erhöhen. IÖB ist in Österreich seit 2007 Thema und seit 2012 mit dem beschlossenen und seit damals schrittweise umgesetzten „IÖB Leitkonzept“ politisch verankert. Ziel der Evaluierung ist es, eine Zwischenbewertung der Umsetzung des Programms IÖB-Toolbox in der ersten Phase (2019-2020) sowie der bis dato feststellbaren Beiträge zu Zielerreichung und ggf. erster Wirkungen vorzunehmen.
Abstract (english)
Public Procurement Promoting Innovation (PPPI) is an important cornerstone of demand-side innovation policy. It is intended to help create new markets for innovations and increase the demand for new, socially relevant, innovative goods and services. PPPI has been a topic in Austria since 2007 and has been politically anchored since 2012 with the "PPPI Action Plan", which has been adopted and gradually implemented since then. The aim of the evaluation is to conduct an interim assessment of the implementation of the PPPI-Toolbox programme in the first phase (2019-2020) as well as the contributions to the achievement of objectives and, if applicable, initial impacts that can be determined to date.
