Abstract
Start-up Inkubatoren bzw. Akzeleratoren nehmen am Innovationsstandort Österreich eine wachsende Rolle ein. Junge, dynamisch wachsende Unternehmen fragen zunehmend Arbeitsumgebungen nach, in denen sie Infrastruktur und Dienstleistungen aus einer Hand erhalten, um sich besser auf die Entwicklung des Unternehmens bzw. des Produkts fokussieren zu können. Obwohl es in Österreich bereits eine Reihe von Inkubatoren/Akzeleratoren gibt, so fehlen sehr oft die Mittel, um auch im internationalen Vergleich professionelle Dienstleistungen inkubierten Firmen anbieten zu können. Um diese Hindernisse zu überwinden, wurde im Jahr 2015 das Pilot-Programm "JumpStart" gestartet. Bisher wurden 2 Ausschreibungsrunden 2015/2016 für das Modul 1 erfolgreich abgeschlossen und die besten 10 Konzepte von Inkubatoren/Akzeleratoren ausgewählt und gefördert. Im Rahmen des Moduls 2 werden jeweils bis zu fünf Unternehmen, die in den unter Modul 1 geförderten Inkubatoren/Akzeleratoren betreut werden, für eine Förderung ausgewählt.
Vor diesem Hintergrund untersucht diese Studie das Programmdesign, die Programmumsetzung sowie die Programmwirkung (Outputs, Outcomes und Impacts) des JumpStart-Programms. Darauf aufbauend werden Vorschläge für die Weiterentwicklung des Programms formuliert. Dazu wurden 25 Interviews mit den LeiterInnen der geförderten Inkubatoren, mit inkubierten Startups und weiteren Stakeholdern durchgeführt. Ferner wurde im Frühjahr 2021 eine Online-Befragung an Startups, die an JumpStart-Inkubatoren ansässig waren oder sind bzw. deren Dienstleistungen in Anspruch genommen haben, durchgeführt. Die Ergebnisse dieser Befragung werden mit Daten von Startups aus dem ASM (Kontrollgruppe) vergleichend analysiert.
Abstract (english)
Start-up incubators or accelerators are taking on a growing role in Austria as a location for innovation. Young, dynamically growing companies are increasingly asking for working environments in which they can obtain infrastructure and services from a single source in order to better focus on the development of the company or product. Although there are already a number of incubators/accelerators in Austria, very often there is a lack of resources to be able to offer professional services to incubated firms, even by international standards. To overcome these obstacles, the pilot programme "JumpStart" was launched in 2015. So far, 2 tender rounds 2015/2016 for Module 1 have been successfully completed and the best 10 concepts of incubators/accelerators have been selected and funded. Under Module 2, up to five companies each that are supported in the incubators/accelerators funded under Module 1 will be selected for funding. Against this background, this study examines the programme design, the programme implementation and the programme impact (outputs, outcomes and impacts) of the JumpStart programme. Based on this, suggestions for the further development of the programme are formulated. To this end, 25 interviews were conducted with the heads of the funded incubators, incubated start-ups and other stakeholders. Furthermore, an online survey was conducted in spring 2021 among startups that were or are located at JumpStart incubators or have used their services. The results of this survey will be analysed comparatively with data from startups from the ASM (control group).
