Abstract
Der Ministerrat hat den Rat für Forschung und Technologieentwicklung im Jahr 2010 mit der Erstellung eines jährlichen Berichts zur wissenschaftlichen und technologischen Leistungsfähigkeit Österreichs beauftragt. Dieser sollte neben einer Bewertung der Innovationsperformance des heimischen FTI-Systems auch die Ergebnisse des Monitorings der Umsetzung der FTI-Strategie 2020 beinhalten.
Das österreichische FTI-System weist eine im internationalen Vergleich solide Performance auf. Während sich im Vergleich zu den führenden Innovationsnationen Schweden, Finnland, Dänemark und den Niederlanden Stärken und Schwächen Österreichs in etwa die Waage halten, gibt es eine Vielzahl von Herausforderungen bei den Rahmenbedingungen für FTI, im FTI-Kernsystem sowie bei Effizienz und Effektivität von FTI-Aktivitäten. Dies ist das zentrale Ergebnis des vorliegenden Berichts des Rates.
Abstract (english)
In 2010, the Council of Ministers commissioned the Council for Research and Technology Development to prepare an annual report on Austria's scientific and technological performance. In addition to an assessment of the innovation performance of the domestic RTI system, this report should also include the results of monitoring the implementation of the RTI Strategy 2020. The Austrian RTI system has a solid performance in international comparison. While Austria's strengths and weaknesses are roughly balanced in comparison to the leading innovation nations Sweden, Finland, Denmark and the Netherlands, there are a number of challenges in the framework conditions for RTI, in the RTI core system and in the efficiency and effectiveness of RTI activities. This is the central finding of this Council report.
