Abstract
In der FTI-Strategie 2030 hat sich Österreich zum Ziel gesetzt, zu den innovationsführenden Ländern Europas zu gehören. Angesichts dessen ist es von großer Bedeutung, Akteur:innen des FTI-Systems in ihrer F&E-Tätigkeit zu bestärken und auch weitere Player für Forschung, Technologienentwicklung und Innovation zu begeistern. Österreichs Wirtschaftsstruktur ist geprägt von KMU. Angesichts dessen ist es essenziell, KMU beim Zugang zu F&E und Innovation zu unterstützen, vor allem jene, die noch kaum bzw. gar nicht mit F&E in Berührung gekommen sind. Genau an dieser Stelle setzt das FFG-Förderprogramm „Innovationsscheck mit Selbstbehalt“, das 2018 gestartet ist, an – mit dem Ziel, Klein- und Mittelunternehmen und wirtschaftlich tätigen Vereinen in Österreich den Einstieg in eine kontinuierliche Forschungs- und Innovationstätigkeit zu ermöglichen. Die wesentlichen Ziele der gegenständlichen Evaluierung sind eine Analyse der Konzeption, der Umsetzung, der Zielerreichung sowie der zum derzeitigen Zeitpunkt feststellbaren Wirkungen des Förderformates „Innovationsscheck mit Selbstbehalt“.
Abstract (english)
In its RDI Strategy 2030, Austria has set itself the goal of becoming one of Europe’s leading countries in innovation. In light of this, it is of great importance to encourage stakeholders within the RDI system in their R&D activities and to inspire further players to engage in research, technological development and innovation. Austria’s economic structure is characterised by SMEs. In view of this, it is essential to support SMEs in accessing R&D and innovation, particularly those that have had little or no contact with R&D to date. This is precisely where the FFG funding programme “Innovation Voucher with Retention”, launched in 2018, comes in – with the aim of enabling small and medium-sized enterprises and economically active associations in Austria to embark on continuous research and innovation activities. The main objectives of this evaluation are to analyse the design, implementation and achievement of objectives, as well as the effects of the “Innovation Voucher with Retention” funding scheme that can be observed at the present time.
