Abstract
Für F&E-Förderungsagenturen sind Evaluierungsaktivitäten eine wichtige Informationsquelle für die Wissensbasis, die zur Entwicklung von Forschungs- und Innovationsstrategien und -politiken, zur Verbesserung von Förderprogrammen und zur Entwicklung von Organisationen in einer lernenden Gesellschaft verwendet wird. Dieser Evaluierungsleitfaden besteht aus drei Teilen: Der erste Teil argumentiert für den Wert der Festlegung einer Evaluierungsstrategie, einer Politik oder eines Plans für die Finanzierungsagentur und für einen systematischen Ansatz für die Evaluierungstätigkeiten; Der zweite Teil beschreibt den Evaluierungsprozess; Und der dritte Teil zieht Schlussfolgerungen aus den Bemerkungen in der Arbeitsgruppe und fasst einige Grundsätze für eine gute Evaluierungspraxis zusammen.
Abstract (english)
To funding agencies, evaluation activities represent an important source of information, among others, for the knowledge base that is used to develop research and innovation strategies and policies, to improve funding schemes, and to develop the organisations within the context of learning societies. This evaluation guide consists of three parts: the first part argues for the value of establishing an evaluation strategy, policy or plan for the funding agency, and to apply a systematic approach to evaluation activities; the second part describes the evaluation process; and the third part draws some conclusions from observations in the working group and summarises some basic principles on good evaluation practice.
