Abstract
Dieser Bericht ist eine Evaluierungsstudie der Europäischen Innovationspartnerschaft für Landwirtschaftliche Produktivität und Nachhaltigkeit (EIP), die in 96 von 111 Programmen zur Entwicklung des ländlichen Raums und in 26 Mitgliedstaaten umgesetzt wird. Die Bewertung ergab, dass die EIP-Prämisse für die Anregung innovativer landwirtschaftlicher Praktiken zur Förderung eines wettbewerbsorientierten und nachhaltigen Land- und Forstsektors als gültig und wichtig erachtet wird. Innovationsakteure, insbesondere Landwirte und Forstwirte, betonten die Notwendigkeit von Projekten, die Forschung und Praxis miteinander verbinden. Das EIP ist ein flexibles Instrument, das an sich ändernde Umstände und politische Kontexte angepasst werden kann. Landwirte steigen eher in Innovationsprozesse im Rahmen des EIP ein, als verglichen mit anderen Förderströmen für Innovation in der Landwirtschaft. Um die EIP-Implementierung im Laufe der Zeit zu verbessern, hat die Evaluierung folgende Empfehlungen gegeben: Die Wirksamkeit des EIP könnte dadurch gesteigert werden, dass die Multiplikatoren besser genutzt werden; durch die Vereinfachung der einzelstaatlichen und regionalen Verwaltungsdurchführung und durch Anpassung der Regelungen auf europäischer Ebene zur Förderung der Beteiligung (z. B. Vorauszahlungen). Durch die Verringerung der Fragmentierung und die Verbesserung der Wissensströme bietet das EIP eine wichtige Gelegenheit, kohärente nationale/regionale landwirtschaftliche Wissen und Innovationssysteme zu schaffen.
Abstract (english)
This report is an evaluation study of the European Innovation Partnership for Agricultural Productivity and Sustainability (EIP), as implemented in 96 out of 111 Rural Development Programmes across 26 Member States. The evaluation found that the EIP’s premise on incentivising innovative farming practices to foster a competitive and sustainable agriculture and forestry sector is seen as valid and important. Innovation actors, especially farmers and forest managers, emphasised a need for projects linking research and practice. The EIP is found to be a flexible tool that can be adapted to divergent circumstances and policy contexts. Farmers are more likely to become involved in the innovation process under the EIP as compared with other funding streams for innovation in the agricultural sector. To help improve EIP implementation over time, the evaluation made recommendations. The EIP's effectiveness could be increased by: making better use of multiplication actors; by simplifying national and regional administrative implementation and by adapting rules at European level to incentivise participation (e.g. enabling advance payments). By reducing fragmentation and improving knowledge flows, the EIP provides a crucial opportunity to build coherent national/regional agricultural knowledge and innovation systems.
