Abstract
Dieser Bericht wurde auf Anfrage des Wissenschaftsfonds für eine Studie zur Prüfung der beiden Netzprogramme FSP und SFB erstellt. Das Mandat und unser Vorschlag enthalten zwei wesentliche Elemente der Studie, (1) eine Überprüfung und Analyse der Programme und (2) die Vorlage einer Reihe von Empfehlungen für künftige Maßnahmen des FWF, um Änderungen an diesen Programmen vorzunehmen und, soweit möglich, eine Orientierungshilfe zu geben in welcher Form solche Änderungen eingeführt und überwacht werden könnten sowie zu deren möglichen Auswirkungen auf die Programme selbst und auf den FWF. Die Recherchen und die Erstellung dieses Berichts wurden im ersten Halbjahr 2004 durchgeführt. Die in der Studie verwendeten Datenquellen wurden in Form einer Literaturrecherche, eines großen Interviewprogramms, einer umfassenden dokumentarischen Überprüfung und Analyse von Projektunterlagen und Berichten, ein internationaler Vergleich von Komparatorprogrammen und eine untergeordnete bibliometrische Studie zu Publikationsdaten erstellt, die dem Studienteam der FWF zur Verfügung gestellt wurden.
Abstract (english)
This report has been prepared in response to a request from the Austrian Science Fund (Fonds zur Förderung der wissenschaftlichen Forschung) for a study to examine its two network programmes, the FSP and the SFB. The terms of reference and our proposal identified two major elements to the study, (1) a review and analysis of the programmes, and (2) the presentation of a set of recommendations for future action by FWF to make changes to these programmes, and where possible, guidance on how such changes could be introduced, monitored and on their likely impacts upon the programmes themselves and upon the FWF. The research and the writing of this report were carried out during the first half of 2004. The sources of data used in the study took the form of a literature review, a large interview programme, an extensive documentary review and analysis of project records and reports, an international comparison of comparator programmes and a sub‐contracted bibliometrics study on publication data provided to the study team by the FWF.
