Abstract
Die Tätigkeiten des Institute of Science and Technology Austria (IST Austria), als Exzellenzinstitut für vielversprechende junge ForscherInnen, sind im Abstand von vier Jahren laut Gesetz zu evaluieren und werden vom Kuratorium des IST Austria als höchster Instanz des Instituts in Auftrag gegeben. Während der ersten Evaluierung die Strukturen, Regeln und Prozesse in der Aufbauphase im Mittelpunkt standen, werden nun u.a. die wissenschaftliche Arbeit, internationale Zusammenarbeit und die Berufung von ProfessorInnen evaluiert.
Alle ausgesprochenen Empfehlungen der letzten Evaluierung im Jahr 2011 wurden erfüllt. Seit der Eröffnung des IST Austria 2009 wurden 500 MitarbeiterInnen rekrutiert, das Ziel liegt bis 2026 bei 1.000. Neben vielen erfolgreichen Berufungen, gelang es auch Abgänge von Kollegen zu vermeiden und eine hohe Zahl an Fördermitteln zu lukrieren. Das interdisziplinäre PhD-Programm hat sich bei europäischen und außereuropäischen Studierenden etabliert und mit einer 75%igen Annahmequote von an Studierende angebotenen Plätzen eine hervorragende Quote. Campus, Gebäude und Infrastruktur sind ansprechend, aber die räumliche Trennung zu anderen akademischen Einrichtungen in Wien erschwert den Austausch. Zudem ist es für DoktorandInnen, die in Wien wohnen schwierig, am Wochenende in die Labors zurückzukommen, aufgrund von fehlenden Verbindungen des öffentlichen Verkehrs.
Es wird empfohlen eine Abteilung für Chemie-Biochemie-Molekularbiologie zu schaffen, da in diesem Feld die wichtigsten Impulse für die Zukunft erwartet werden, und in der Folge vielversprechende NachwuchswissenschafterInnen zu berufen. Für die Anstellung von Koryphäen einer Branche sollte die Möglichkeit geschaffen werden, besondere Kapazitäten zur Verfügung zu stellen. Um Stabilität und eine langfristige Perspektive zu gewähren, sollte die österreichische Bundesregierung ihre Unterstützung für das IST Austria für den Zeitraum 2026-2036 gewähren.
Abstract (english)
The activities of the Institute of Science and Technology Austria (IST Austria), as Excellence Institute for promising young scientists, are by law to be evaluated every four years, which is commissioned by the Board of Trustees of IST Austria as the highest authority of the Institute. While the structures, rules and processes during the construction phase were the focus in the first evaluation period, the scientific performance, international cooperation and the appointment of professors are evaluated in the second round. All recommendations of the last evaluation in 2011 have been met. Since the opening of the IST Austria in 2009, 500 employees were recruited, with the overall goal of 1,000 In 2026. Additionally to the high number of successful vocations, it was also succeeded avoiding departures of colleagues and raising sufficient grants. The interdisciplinary PhD program has established itself with European and non-European students and demonstrates an excellent rate of 75% of acceptances of positions offered to students. Campus, buildings and infrastructure are appealing, but the spatial separation from other academic institutions in Vienna makes it a further exchange difficult. Moreover, for doctoral students residing in Vienna it is hard to come back to the laboratories on weekends, due to a lack of public transport connections. It is recommended to create a department of Chemistry-Biochemistry-Molecular Biology, since in this field the most important stimuli for the future of natural science are expected, and to appoint promising young scientists in the field. For the appointment of leading authorities, the possibility to provide special capacities should be created. In order to ensure stability and a long-term perspective, the Austrian government should provide its support for the IST Austria for the period 2026-2036.
