Abstract
Dieses Papier verfolgt den Prozess und die Argumente, die zum Vorschlag des 9. Europäischen Rahmenprogramms für Forschung und Innovation „Horizon Europe“ geführt haben. Wir interessieren uns insbesondere für die Rolle und den Einfluss der Mitgliedstaaten, insbesondere für ihr Zusammenspiel mit der Europäischen Kommission, auf die tatsächliche Form des RP9-Vorschlags sowie für wichtige Beiträge zu dieser noch andauernden Debatte wie der Zwischenbewertung von H2020 und für verschiedene Expertengruppen. Das Papier konzentriert sich auf zwei der neuartigen Elemente von Horizon Europe, nämlich das Konzept von „Missionen“ als Ansatz zur Verbesserung der gesellschaftlichen Auswirkungen von „Horizon Europe“ und den Vorschlag zur Einrichtung eines Europäischen Innovationsrates.
Abstract (english)
This paper aims at tracing the process and the arguments that have led to the proposal of the 9th European framework programme for research and innovation ‘Horizon Europe’. We are particularly interested in the role and influence of member states, especially in their interplay with the European Commission, on the actual shape of the FP9 proposal, next to important contributions to this stillongoing debate, such as the interim evaluation of H2020, and various expert groups. The paper focuses on two of the novel elements of Horizon Europe, namely the concept of ‘missions’ as approach to help enhance the societal impact of ’Horizon Europe’, and the proposal to establish a European Innovation Council.
