Abstract
Die laufenden Debatten zur Aktualisierung der Strategien zur intelligenten Spezialisierung (S3) im Rahmen der europäischen Innovationspolitik konzentrieren sich hauptsächlich auf die praktischen Herausforderungen bei der Umsetzung. Dieser Artikel stützt sich auf die spezifischen Erfahrungen aus dem Interreg Alpine Space-Projekt S3-4AlpClusters, bei dem das Zusammenspiel von S3 und Clustern im Mittelpunkt seiner konzeptionellen und praktischen Studie zur Implementierung von S3 im gesamten Alpenraum stand. Während Überschneidungen zwischen den beiden Konzepten offensichtlich sind und Clusterinitiativen in der einschlägigen Literatur anerkannt werden Als Instrumente im Kontext von S3 erweist sich die praktische Umsetzung von S3 mit Clusterinitiativen als alles andere als trivial und mit spezifischen Herausforderungen verbunden. Aus diesem Grund führen wir ein Innovationsmodell ein, um Clusterinitiativen besser in den S3-Prozess zu integrieren. Das Modell ist ein systematischer Prozess zur regionalen und überregionalen Identifizierung und Entwicklung von transformativen Aktivitäten (TA). Tools und Methoden für die S3-Implementierung, wie S3-Synergy-Diamonds, Workshops für unternehmerische Entdeckung (EDW) oder Workshops für Aktionsentwicklung (ADW), sind wertvolle Einzelbeiträge für zukünftige Richtlinienentwürfe. Sie können jedoch nur dann in den Kontext eines systematischen Innovationsmodells gestellt werden, bei dem die transformativen Aktivitäten im Vordergrund stehen und das sie zu Hebeln für die überregionale Zusammenarbeit und die systematische Einbeziehung von Clusterinitiativen in die regionale Wirtschaftsentwicklung macht werden Voll relevant für intelligente Transformationsprozesse, die zu Innovationen in Unternehmen, neuen Wertschöpfungsketten und Arbeitsplätzen in innovativen neuen Bereichen führen.
Abstract (english)
The ongoing debates on updating Smart Specialisation Strategies (S3) in the European innovation policy framework mainly focus on practical implementation challenges. This paper draws on the specific experience from the Interreg Alpine Space project S3- 4AlpClusters, which put the interplay between S3 and clusters at the core of its conceptual and practical study of S3-implementation across the Alpine Space. While overlaps between the two concepts are evident and cluster initiatives are acknowledged in the relevant literature as tools in the context of S3, practical implementation of S3 with cluster initiatives is found to be far from trivial and involves specific challenges. We therefore introduce an innovation model as a practical effort to better integrate cluster initiatives in the S3 process. The model is a systematic process for the regional and cross-regional identification and development of transformative activities (TA). Tools and methodologies for S3-implementation, such as S3-synergy diamonds, entrepreneurial discovery workshops (EDW) or action development workshops (ADW) are valuable individual contributions for future policy designs. Nevertheless, it is only by putting them into the context of a systematic innovation model, with a strong focus on transformative activities, and by making them the levers for cross-regional cooperation and a systematic involvement of cluster initiatives in regional economic development, that they become fully relevant for smart transformation processes leading to innovation within businesses, new value chains and jobs in innovative new areas.
