Abstract
In den letzten zehn Jahren kam es auf der ganzen Welt unter den politischen Entscheidungsträgern zu einer Wiederkehr des Interesses an Industriepolitik. Gleichzeitig hat es auch in der Methodologie zur Politikevaluierung bedeutende neue Entwicklungen gegeben, welche vor allem in den Bereichen der Gesundheit, Bildung, Arbeitsmarkt und Armutsbekämpfung stattfanden. Allerdings sind nur wenige strenge und systematische Auswertungen und Schätzungen in vielen Bereichen der Industriepolitik gemacht worden und es gibt weiterhin viele methodische Herausforderungen in diesem Gebiet.
Eine OECD "Expertengruppe für die Bewertung der Industriepolitik" hat die jüngsten Ergebnisse der Bewertung der Industriepolitik vor dem Hintergrund der neuen Evaluierungsansätze untersucht. Industriepolitik, im weiteren Sinne, umfasst eine Vielzahl von politischen Instrumenten und Ansätzen. Dieser Bericht konzentriert sich darauf, einen Einblick in die Evaluierung der folgenden Bereiche der Industriepolitik zu geben: F&E-Förderpolitik; Innovationsorientierte öffentliche Beschaffung; Kapitalmarktinterventionen, insbesondere zur Unterstützung von Risikokapital; Sektorale Ansätze (einschließlich öffentlich-privater Partnerschaften); Cluster und Regionalpolitik; Nationale Strategien der Industrie.
Abstract (english)
There has been a revival of interest in industrial policy amongst policy makers around the world in the last decade. At the same time there have been significant developments in policy evaluation methodologies, with a rich vein of work in areas such as health, education, labour markets and poverty alleviation. However, rigorous and systematic evaluation evidence in many areas of industrial policy is scarce, and methodological challenges particular to this field are many. An OECD “Expert Group on the Evaluation of Industrial Policy” has considered recent evidence from the evaluation of industrial policy, against the background of new approaches to evaluation. Industrial policy, broadly defined, covers a multitude of policy instruments and approaches. This report focuses on an insight to evaluation in the following fields of industrial policy: R&D support policies; Innovation-oriented public procurement; Capital market interventions, in particular support for risk capital; Sectoral approaches (including public-private partnerships); Cluster and regional policies; National industrial strategies.
