Abstract (english)
Excellent methods for measuring the effect of policy innovations for research and innovation is key to evidence-based policy making. The field of quantitative effect assessment is in constant development. In 2011, the Ministry of Research and Higher Education has published the first manual for excellent econometric measurement. Due to new experiences in research, new effect evaluation, improved data collection and longer time horizon, it's time for a 2.0 update. CIM 2.0 provides a framework for both a minimum of analysis and quality standards for data as well as standards for key performance indicators (KPI) for econometric effect studies of public research, innovation programmes and policy initiatives. Furthermore, CIM 2.0 offers both an overview of the most important KPIs and targets as well as demonstrates the econometric measurement effect of the Danish research and innovation system.
