Abstract
Eine "challenge-led" (an Herausforderungen orientierte) Innovationspolitik stellt gesellschaftliche Herausforderungen und Übergänge in den Mittelpunkt und zum Ziel der Innovationspolitik. Diese neue Art der Innovationspolitik erfordert nicht nur neue Ansätze bei der Festlegung der Agenda, der Programmierung, der Umsetzung und dem Management, sondern auch eine neue Sichtweise und Praxis des Monitorings und der Evaluation, um die Innovationspolitik auf gesellschaftliche Ziele ausrichten zu können. In diesem Artikel konzentrieren wir uns auf die Notwendigkeit und Nützlichkeit einer anderen Sichtweise und Art von Monitoring und Evaluation von herausforderungsorientierter F&I-Politik und ihrer Umsetzung - die wir als herausforderungsorientierte Monitoring und Evaluation (M&E) bezeichnen. Um diesen neuen Ansatz zu definieren, haben wir eine Literaturanalyse durchgeführt. Unsere Analyse identifiziert die Engpässe sowie potenzielle Wege, um zu einem angemessenen M&E-Rahmen für herausforderungsorientierte Innovationspolitiken zu gelangen. Als Nächstes zeigt unsere Analyse auf, wie Governance und eine institutionalisierte Evaluierungskultur und -praxis als (Teil der) Lösungen für alle vier identifizierten Engpässe präsentiert werden, aber in der Regel als ein nachträglicher Gedanke betrachtet werden, der "Experimente" erfordert. Die Überwindung anderer identifizierter Engpässe bei der M&E von Herausforderungen setzt jedoch voraus, dass (a) Führungs- und Organisationsstrukturen sowie (b) institutionalisierte Annahmen und Praktiken geändert werden. Daher argumentieren wir, dass für die Weiterentwicklung von herausforderungsorientiertem M&E die Rolle der Governance- und Organisationsstrukturen sowie der institutionalisierten sowie institutionalisierte Annahmen und Praktiken problematisiert und als Engpässe priorisiert werden sollten.
Abstract (english)
Challenge-led innovation policies place societal challenges and transitions at the focal centre and goal of innovation policy. This new genre of innovation policy not only requires new approaches in agenda-setting, programming, implementation and management, but also requires a renewed view and practice of monitoring and evaluation in order to be able to steer innovation policies towards societal goals. In this paper, we focus on the necessity and usefulness of a different view and way of monitoring and evaluating challenge-led R&I policy and its implementation – which we term challenge-led monitoring and evaluation. To define this new approach, we conducted a literature review. Our analysis identifies the bottlenecks as well as potential routes to arrive at an appropriate monitoring and evaluation framework for challenge-led innovation policies. Next, our analysis highlights how governance and institutionalised evaluation culture and practice are presented as (part of) solutions to all four identified bottlenecks but usually considered an afterthought requiring ‘experimentation’. However, overcoming other identified bottlenecks in challenge-led monitoring and evaluation is contingent upon altering (a) governance and organisational structures as well as (b) institutionalised assumptions and practices. Therefore, we argue that in order to further develop challenge-led monitoring and evaluation, the roles of governance and organisational structures as well as institutionalised assumptions and practices should be problematised and prioritised as bottlenecks.
