Abstract
Um auf neue Anforderungen von kleinen und mittleren Unternehmen (KMU) eingehen und das Angebot an die Zielsetzungen der Bundesregierung anpassen zu können, wurde vom Bundesministerium für Arbeit und Wirtschaft (BMAW, damals Bundesministerium für Digitalisierung und Wirtschaftsstandort) das Förderprogramm der nationalen Digital Innovation Hubs (DIH, kurz „Hubs“) aufgesetzt.
Die nationalen DIH wurden im Jahr 2018 erstmalig ausgeschrieben und mit der Ausschreibung 2020 fortgesetzt. Insgesamt wurden im Rahmen der zwei Ausschreibungen sechs DIH errichtet, mit dem Ziel KMU bei der Digitalisierung zu unterstützen.
Im Rahmen der gegenständlichen Evaluierung wurde überprüft, inwiefern die bestehenden DIH für KMU sichtbar und zugänglich sind, ob das Programm seine Ziele erreicht hat und welche Wirkungen bisher erzielt werden konnten. Darauf aufbauend sind Schlussfolgerungen und Empfehlungen für die Fortführung und die künftige Ausgestaltung des Programms abzuleiten.
Abstract (english)
The Federal Ministry of Labour and Economic Affairs (BMAW, then the Federal Ministry for Digital and Economic Affairs) set up the national Digital Innovation Hubs (DIH, or "Hubs" for short) funding programme in order to meet the new requirements of small and medium-sized enterprises (SMEs) and adapt the offer to the objectives of the federal government. The national DIHs were put out to tender for the first time in 2018 and continued with the 2020 call for proposals. A total of six DIHs were set up as part of the two calls with the aim of supporting SMEs with digitalisation. This evaluation examined the extent to which the existing DIHs are visible and accessible to SMEs, whether the programme has achieved its objectives and what effects have been achieved to date. Based on this, conclusions and recommendations for the continuation and future design of the programme were derived.
