Abstract
Die Stärkung der Kooperation Wissenschaft-Wirtschaft mittels institutionalisierter Forschungsförderungsprogramme, wie z.B. COMET, CDG und BRIDGE, sowie des (strukturellen) Wissens- und Technologietransfers an Österreichs Hochschulen und Forschungseinrichtungen mittels hochschulspezifischer Impulsprogramme, wie uni:invent (lanciert vor 20 Jahren) bzw. Prototypenförderung („Prize“), Wissenstransferzentren und jüngst via
Spin-off Fellowships und der aws Spin-off Initiative, erfährt in Österreich seit jeher eine große FTI- und hochschulpolitische Bedeutung. Die Third Mission und damit verbunden die Entrepreneurial University sind in den Leistungsvereinbarungen seit mehr als einem Jahrzehnt verankert. Zudem sind die Universitäten verpflichtet, wissenschaftsgetriebene Output-Kennzahlen wie Publikationen, Patentanmeldungen und -erteilungen, Verwertungspartnerschaften und die Anzahl der Verwertungs-Spin-offs in den Wissensbilanzen jährlich auszuweisen. Ferner hat die Europäische Kommission aktuell das Ziel formuliert, im Rahmen der Umsetzung des Europäischen
Forschungsraums wieder mehr auf Knowledge Valorisation zu fokussieren, und es hat damit auch von Seiten der europäischen Ebene das Thema Wissens- und Technologietransfer wieder zusätzlichen Schwung erfahren.
Abstract (english)
The strengthening of cooperation between science and industry through institutionalised research funding programmes, such as COMET, CDG and BRIDGE, as well as the (structural) transfer of knowledge and technology at Austria's universities and research institutions through university-specific impulse programmes, such as uni:invent (launched 20 years ago) and prototype funding (‘Prize’), knowledge transfer centres and, most recently, spin-off fellowships and the aws Spin-off Initiative, has always been of great importance to RTI policy in Austria. Spin-off Fellowships and the aws Spin-off Initiative, have always been of great importance to RTI and higher education policy in Austria. The Third Mission and the associated Entrepreneurial University have been anchored in the performance agreements for more than a decade. Universities are also obliged to report science-driven output figures such as publications, patent applications and grants, commercialisation partnerships and the number of commercialisation spin-offs in their annual intellectual capital reports. In addition, the European Commission has recently formulated the goal of focussing more on knowledge valorisation as part of the implementation of the European Research Area. Research Area, and the topic of knowledge and technology transfer has thus also been given additional impetus at European level.
