Abstract
Mit der fortschreitenden Diskussion rund um die verschiedenen Möglichkeiten und Wege des (Technologie- und) Wissenstransfers hat die Europäische Kommission im Jahr 2022 Leitlinien zur Wissensvalorisierung entwickelt und zu deren Implementierung dann vier verschiedene Kodizes erarbeitet. Diese Kodizes behandeln die Themen “Knowledge Valorisation and Intellectual Assets (IA)”, “Knowledge Valorisation and Standardisation”, “Citizen Engagement (CE) for Knowledge Valorisation“ und “Knowledge Transfer and Industry-Academia-Co-Creation“. Das Konzept „Knowledge Valorisation” ist Teil der European Research Area Policy und Österreich hat sich auch im aktuellen Regierungsprogramm zu diesem Themenbereich bekannt. Vor diesem Hintergrund haben die österreichische Forschungsfördergesellschaft (FFG) und Austria Wirtschaftsservice GmbH (aws) im Namen der Nationalen Kontaktstelle für Geistiges Eigentum im offenen Wissenstransfer (NCP-IP) diese Studie beauftragt, um weitergehende Handlungsempfehlungen zur nationalen Umsetzung dieser Leitlinien und Codes of Practice zu erarbeiten. Methodisch stützt sich diese Analyse auf die Ergebnisse zweier Stakeholderworkshops sowie auf ein Interviewprogramm mit relevanten Stakeholdern und Expertinnen und Experten (25 Personen). Dabei wurde das Kernstudienteam von einem internen Expert/innen-Board unterstützt. Die Laufzeit der Studie war Juni 2024 bis Mai 2025.
Abstract (english)
With the ongoing discussion on the various approaches and pathways of (technology and) knowledge transfer, the European Commission developed guidelines on knowledge valorisation in 2022. To support their implementation, four different Codes of Practice were subsequently drafted, covering the following topics: “Knowledge Valorisation and Intellectual Assets (IA)”, “Knowledge Valorisation and Standardisation”, “Citizen Engagement (CE) for Knowledge Valorisation”, “Knowledge Transfer and Industry-Academia Co-Creation”. The concept of “knowledge valorisation” is part of the European Research Area (ERA) policy, and Austria has also committed to this topic in its current government programme. Against this backdrop, the Austrian Research Promotion Agency (FFG) and Austria Wirtschaftsservice GmbH (aws), acting on behalf of the National Contact Point for Intellectual Property in Open Knowledge Transfer (NCP-IP), commissioned this study in order to develop further recommendations for the national implementation of these guidelines and Codes of Practice. Methodologically, the analysis is based on the results of two stakeholder workshops as well as an interview programme with 25 relevant stakeholders and experts. The core study team was supported by an internal expert board. The study was conducted between June 2024 and May 2025.
