Abstract
Die Industrielle Gemeinschaftsforschung (IGF) hat Alleinstellungsmerkmale. Sie fördert in besonderem Maße die themenoffene, praxisnahe, branchenorientierte Forschung der deutschen mittelständischen Industrie. Die IGF hilft speziell KMU, deren strukturelle Defizite im Bereich Forschung und Entwicklung auszugleichen und sie trägt dazu bei, die internationale Konkurrenzfähigkeit von Branchen zu erhöhen. Die IGF ist anschlussfähig an andere Förderprogramme und bildet einen komplementären Baustein im Förderprogrammspektrum. Um die dadurch initiierten Reformen zu begleiten und zu dokumentieren, wurden im Rahmen der vorliegenden Evaluierung durch das Institut für Innovation und Technik (iit) und der KMU Forschung Austria folgende drei Ziele verfolgt: 1) einen Beitrag zur Feinsteuerung und Optimierung von Abläufen und Verfahren sowohl auf Ebene einzelner Projekte wie auch der des Gesamtprogramms zu leisten. 2) Grundsätzliche Überlegungen zur künftigen Weiterentwicklung der industriellen Gemeinschaftsforschung inklusive eines möglicherweise strukturellen Änderungsbedarfes anzustellen. 3) Damit verbunden sollten auch Ansätze für die Kommunikation der programmatischen Spezifika der Industriellen Gemeinschaftsforschung ins Außenfeld geliefert werden.
Abstract (english)
The Industrial Cooperative Research has unique features: It promotes particularly research without thematic restrictions that is practical and industry-oriented within the German medium-sized industry. The IJR especially helps SMEs to compensate for their structural deficits in R&D and to increase the international competitiveness of industries. The IJR is connectable to other funding programmes and forms a complementary element in the funding range. To accompany the initiated reforms and to document them, this evaluation, offered by the Institute for Innovation and Technology (iit) and the KMU Forschung Austria, follows three goals: 1) Contribute to the fine-tuning and optimization of processes and procedures, both on the level of individual projects as well as the overall program. 2) Offer foundational considerations on the future development of Industrial Cooperative Research, including a possible necessity of change. 3) Deliver approaches to communicate the programmatic specifics of Industrial Cooperative Research to the other economic sectors.
